Spa Look has free shipping on orders (shipping starts at $5.99 - use code: FSForU2Day). Now I'm beginning to wonder if that code is real, because it's just too cheesy. But I love SpaLook - they carry some of my favorite brands.
Perfume Emporium seems to have coupons coming out the wazoo, but I can't figure out how to combine them.
Beauty.com also has a variety of other free gifts for prettiness, and you can get free shipping on a total order of $25 or more (new customers only)
Free shipping on Lancome orders over $50, which may or may not be considered a "deal". No code appears to be necessary, although it's being published as POPMARCH at other deal-catching sites.

I was just @ Target, and they've started carrying a limited line of Kiehl's products with totally jacked up prices.
Kiehl's always ships samples if you ask. I've even gotten a tube of their lip balm which IMHO is the king of all lip balm.
Although they've started keeping track of the samples they give me. I don't try to be a sample hog, but back when I was unemployed and nearly broke, I tried to weasle an additional sample of eye cream out of them, and they totally tracked it in their system. Embarrassing!
I just tried the Victoria's Secret code and was told that it has already expired. Bummer!
